The Nemzetközi Vigyor International Cartoon Festival in Budapest is part of the international tradition of cartoon and satirical art festivals that bring together artists from different countries around humour and visual criticism. Such festivals play an important role in fostering artistic exchange and highlighting social issues through visual language. In the late 1980s and early 1990s, the Hungarian organisation behind the festival positioned itself within a broader cultural movement centred on freedom of expression and international cooperation, partly in the context of the political changes in Central and Eastern Europe.
